Tow Truck Operator’s License:
Effective January 1, 2013, all tow
truck drivers in Virginia must be licensed by the Va. Department of
Criminal Justice Services (DCJS). If a tow truck driver has a license (Driver
Authorization Document) issued by the Va. Board for Towing and Recovery
Operators (BTRO) that expires during 2013, he or she does not need to be
licensed by DCJS until the BTRO license expires.
Tow truck drivers who do not have a BTRO license or whose BTRO license is expiring must obtain a license from DCJS. The application for the required license can be downloaded by going to the Department of Criminal Justice Services website. On the first page of the website on the upper left, you will see a section titled “Tow Truck Drivers”. Click “Tow Truck Drivers” and you will be carried to the applicable section of the website which will explain the procedures. To be licensed, you must obtain a fingerprint card from a local or state police office and download the application for issuance for an INITIAL license. After you complete the application and have a fingerprint card, you mail your application to DCJS: Virginia Department of Criminal Justice Services, ATTN: Tow Truck Driver Registration, P.O. Box 1300, Richmond, VA 23218. DCJS will then have a criminal background check run on you. Your application license will be processed and after a good criminal record is reported to DCJS, your license will be sent to you. The non-refundable fee is $137.00 and can be paid by check or credit card. If your criminal record shows convictions of certain crimes, you will not be issued a license and your $137.00 fee will not be refunded.
DMV License: A tow driver must also have a driver’s license issued by the Va. Department of Motor Vehicles.
Criminal Record: If you have any violations listed in Virginia Code 17.1-805, section C or if you have any record of drug or alcohol offenses while driving a tow truck, you will not be issued a license. Minor traffic violations will not prevent you from receiving a license.
Tow Company License: Tow companies must hold a business license issued by the jurisdiction in which they are located if a business license is required. In addition, the tow company must have “for-hire” license plates on each vehicle. When you license your truck, you will also be licensed for intra-state towing by the Department of Motor Vehicles. No other licenses are required of tow companies.
